Seems like there is an issue with Jquery

there are indeed some jquery problems, you can remove the preloader to make the dashboard load:

Open /application/views/admin/include/header.php
and delete lines 92 to 96

to null this script with JQuery working (no endless spinning and no broken pages) replace the file:

\install\index.php

with the file attached. I recommend a clean install.
